The Governor's health care proposal contains provision for a five year pilot program combining medical coverage under work comp with coverage for non-work related medical needs for state and local agencies under PERS. Agencies with their own retirement system or counties under the 1937 Act are not mentioned in the summary of the proposal. The proposal does indicate that private employers could enter the pilot on a voluntary basis.
