The Position
A Workers’ Compensation Administrator I plans,
organizes and directs, through subordinate managers, the work of
professional and clerical employees engaged in the administration and
management of the City Workers’ compensation program; applies sound
management principles and techniques in building and maintaining an
effective work force; and fulfills equal employment opportunity
responsibilities.
Requirements
1. One year as a Principal Workers’ Compensation Analyst with the City
of Los Angeles; or
2. Two years of full-time paid experience in a position at the level of
claims manager which provides experience supervising senior claims staff
in the administration of workers’ compensation benefits; and
3. Each candidate must complete and submit a City application and a
Training and Experience Supplement.
Candidates who lack six months or less of the above required experience
may file for this examination. However, they cannot be appointed until
the full experience requirement is met.
Note: A “Self-Insurance Administrator’s Certificate of
Achievement” issued by the State of California is desired.
Salary Range:
$90,264 - $134,759

The Workers’ Compensation Division
The City of Los Angles has 18,000 open
workers' compensation claims and approximately 9,000 new claims are
opened annually. Exclusive of salary continuation, workers' compensation

City employees work in the Workers' Compensation Division (WCD) and
administer civilian claims. A Third Party Administrator (TPA) is
contracted to handle the sworn Police and Fire claims and conflict
claims. The TPA's claims comprise approximately 50% of the City's total
claims. Indemnity caseloads are approximately 190 - 200 claims per
adjuster. Administration of the TPA contract is the responsibility of a
monitoring unit within the WCD.
The WCD has authority for settlements below
$50,000. Higher settlements must be approved by the Claims Board
($50,000 - $100,000) and City Council (over $100,000). Legal support is
provided by a combination of staff of the City Attorney's Office and
outside counsel under contract by the City Attorney's Office.
The WCD is proactive in its efforts to
effectively and efficiently manage its program. WCD uses the COMPSTAT
model to track performance for both the civilian and sworn programs. Our
return-to-work program is aggressive, as are all program activities
which ensure the care of the injured members of our City family and in
promoting cost containment.
Strong interpersonal skills and
integrity are essential in actively promoting partnership between the
many program stakeholders, including claims staff, injured employees,
contractors, elected officials, City and applicant attorneys, unions,
and medical providers. Staff training and development is high on our
list of priorities in order to ensure compliance with all government
regulations.
The
Position
A Workers’
Compensation Administrator I plans, organizes and directs, through

Acts as a full-time supervisor, through subordinate
managers, in planning, organizing and directing the work of professional
and clerical employees engaged in the administration and management of
workers' compensation benefits in cases involving City employees;
·
Establishes and reviews Workers' Compensation Division
procedures, policies and practices to ensure compliance with State laws
and City policies;
·
Develops, interprets, and approves policy for the Workers
Compensation Division;
·
Develops, recommends, and implements policies and
procedures to ensure a balance of aggressive claims management and cost
control techniques with the City's goal of providing injured City
workers with timely and competent medical care and early return to
gainful employment.
Skills &
Abilities
A good knowledge of:

The provisions of the California Workers' Compensation Act
concerning occupational injuries including vocational rehabilitation and
claims and of legal decisions interpreting the Act;
·
California State Workers' Compensation law and pertinent
Federal, State and local laws, codes and regulations;
·
The jurisdiction, functions, and procedures of the
Workers' Compensation Appeals Board;
·
Modern and complex principles and practices of claims
examination and adjustments including legal requirements;
·
The practices and procedures involved in the
investigation, evaluation, and adjustment of workers' compensation
claims;
·
Medical terminology, anatomy, and the care and treatment
of occupational injuries and diseases.
